   • 同一个号码, 则建立为群聊 (地接×[顾问*]), 按群聊逻辑推送和显示. 不关联订单
   • 同一个号码营销模板消息发送次数多了, 导致账号会话质量下降. 建议增加联系地接的utils模板.
